I have experienced this same problem when I have attempted to add a printer to my laptop over my home network. Thanks to all who take the time to post solutions. It's amazing what is available if you research it. Unfortunately, the solution does not seem to be where you would think you would find it first, i.e., Microsoft support.

[...] Force Vista to stop using it’s newer encryption methods in order to let it talk to older devices on the local net (like Network Attached Storage). Try opening the Security Policies editor (secpol.msc) to change the setting. Oh wait! Secpol.msc doesn’t exist on Vista Home Premium. Psych! Try settign LmCompatibilityLevel to 1 in the registry, then. [...]

Networking in Vista is a nightmare! I'm fed up with the difficulties and delays with networked PCs showing up on a Vista machine, being there one minute, then unavailable the next. So I was glad to find this info. However, Local Security Policy console is not available in Vista Home Premium. Presumably an entry in the registry would do the trick; but what, please?
With thanks.
